Delhi State Assembly was first constituted on 17 March 1952 under the Government of Part C States Act, 1951, but it was abolished on 1 October 1956. Then in September 1966, the assembly was replaced by a Metropolitan Council with 56 elected and 5 nominated members.

Sheila Dikshit and Indian National Congress (Congress) :
Sheila Dikshit (born March 31, 1938) is an Indian politician who has served as Chief Minister of Delhi since 1998, who is also the Leader of the House, She is a member of the Indian National Congress and has led the party to a record three consecutive electoral victories in Delhi. Dikshit represents the New Delhi constituency in the Legislative Assembly of Delhi.
During the period between 1984 and 1989, she represented Kannauj Parliamentary Constituency of Uttar Pradesh. As a member of Parliament, she served on the Estimates Committee of Lok Sabha. Dikshit also chaired the Implementation Committee for Commemoration of Forty Years of India’s Independence and Jawaharlal Nehru centenary. She represented India at United Nations Commission on Status of Women for five years (1984–1989).
She has also served as a Union Minister during 1986–1989, first as the Minister of State for Parliamentary Affairs and later as a Minister of State in the Prime Minister’s Office.
The incumbent chief minister, Sheila Dikshit, is India’s longest serving woman chief minister.
Sheila Dixit is a Number 4 person and she is in her 76th year so it comes to 7+6=13=4 . Arvind Kejriwal and Aam Aadmi Party :
As of 2013, only two political parties, BJP and Congress, have governed Delhi.Now it seems to have third party also and thats called Arvind Kejriwal’s (Born Aug 16, 1968) Aam Aadmi Party
Aam Aadmi Party (translation: Common Man’s Party; abbreviated AAP) is an Indian political party, formally launched on 26 November 2012. It came into existence following differences between the activists Arvind Kejriwal (Born Aug 16, 1968) and Anna Hazare regarding whether or not to politicise the popular India Against Corruption movement that had been demanding a Jan Lokpal Bill since 2011. Hazare preferred that the movement should remain politically unaligned while Kejriwal felt the failure of the agitation route necessitated a direct political involvement. The party’s political symbol for the 2013 elections in Delhi is a Broom.
The AAP has led several protests since its formation. Among these was a campaign against an alleged nexus between government and private corporations relating to price rises for electricity and water in Delhi. Another saw the party demanding justice for victims of sexual harassment and rape, including the introduction of a stronger anti-rape law
Arvind Kejriwal is a Number 7 (Born Aug 16 ) and he is in his 46th year. means 4+6=10=1 and 1 is a number of Sun= leadership, So Arvind Kejriwal may perform well in Delhi election as his debut in politics but for power , it seems hard for him and his party says Business and Politics AstrologerHirav Shah. 2014 seems quite promising particularly for Arvind Kejriwal.
Vijay Goel and The Bharatiya Janata Party ( BJP) :
The Bharatiya Janata Party ( abbreviated BJP) is one of the two major parties in the Indian political system, the other being the Indian National Congress. Established in 1980, it is India’s second largest political party in terms of representation in the parliament and in the various state assemblies.
The BJP led the national government along with a coalition of parties of the NDA from 1998 to 2004, with Atal Bihari Vajpayee as Prime Minister, thus making it the first non-Congress government to last a full term in office. Since its election defeat in the 2004 general elections, the BJP has been principal amongst the opposition parties in parliament.
As on 2013, BJP is in power in four states (Gujarat, Madhya Pradesh, Chhattisgarh, and Goa) where the party enjoys a majority of its own. In two other states — Punjab and Nagaland — it shares power with other political parties of NDA coalition. The party was in the co-government with BJD in Orissa. BJP has earlier ruled Uttar Pradesh, Rajasthan, Arunachal Pradesh and till recently Uttarakhand, Himachal Pradesh, Karnataka and Jharkhand.
Vijay Goel (born 4 January 1954) is an Indian politician affiliated with the Bharatiya Janata Party. He became president of its organisation in Delhi in February 2013.
Vijay Goel is a Number 4 person, same as Sheila Dixit but he is in his 60th year , 2013 is also adds to 6 . Vijay Goel name adds to Number 1 , 2013 may give him favorable results compare to last 3 years but as now hardly one month remaining before his birth date to gain from his favorable period says Business and Politics Astrologer Hirav Shah. Compare to Congress and Particularly Sheila Dixit, Vijay Goel seems to be far behind and he may not be able to form the government in 2013 Delhi state assembly election says Hirav Shah.
IN 2009 election Congress won 43 seats and BJP won 23 seats. To form a government, any party must have won a majority of assembly seats (at present, at least 36 from 70 seats).
