Split Cabinet defers salary hike for MPs

The Union Cabinet on Monday put off a decision on raising salaries of MPs three-fold, fearing that the hike for lawmakers may not go down well with a population grappling with hardships.

The issue, which looked sealed because of the all-party backing it enjoyed, triggered intense discussion in the Cabinet, with a group questioning both the timing and quantum of the proposed hike. The deferment generated disappointment among MPs cutting across party lines, with some of them accusing the ministers who advised caution of “hypocrisy”.

“Why this great hurry,” asked the group comprising home minister P Chidambaram, I&B minister Ambika Soni, overseas Indian affairs minister Vayalar Ravi and environment minister Jairam Ramesh, as they cautioned that the move may show the political class as insensitive.

They questioned the timing, pointing to floods and drought in different parts of the country, as well as the continued financial squeeze, and said it would feed into the resentment against the unique prerogative that MPs have — of giving themselves a raise. More so, because of the quantum — three-fold in one go — they reasoned.

Even as their objections met with strong resistance from their colleagues, Prime MinisterManmohan Singh decided to defer the decision. Finance minister Pranab Mukherjee, who has to fund any increase, kept his counsel.

Those who supported the proposal said the move to hike salaries, which enjoyed across-the-aisle backing, was long overdue. The group, which included renewable energy minister Farooq Abdullah, urban development minister S Jaipal Reddy, HRD minister Kapil Sibal, commerce ministerAnand Sharma andparliamentary affairs minister Pawan Bansal reasoned that what MPs were getting was utterly inadequate, less than even the salaries drawn by members of many state assemblies.

The group contended that the country ought to pay its MPs well in order to attract educated and qualified people to politics, and to ensure that MPs don’t have to take recourse to dubious means like taking bribes for putting questions in Parliament to sustain themselves.

Though the government is ready to increase a MP’s monthly salary upto Rs 60,000, the demand is for Rs 80,000.

Apart from the monthly salary, the report enumerates the following perquisites:

1. 1.5 lakh calls per year.

2. Rs 20,000 per month as constituency allowance (movement within the constituency and attendant expenses).

3. Rs 4,000 for office expenses (stationery etc.) plus Rs 2,000 for franking of documents.

4. 34 air journeys annually and free train passes (AC-I).

5. House Attendant: Rs 1,000 per day (on an average 70 city and committee meetings annually)

6. Salaries for 2 employees — one of whom should be computer-literate.

7. Accommodation: Free for a flat. While only the license fee has to be paid in case of a bungalow.

8. Water & electricity: A limited amount of usage is free.

9. In comparison to the UK, legislations are done by the government in India. 99% of legislations passed in Britain are done by private members. Lobbying is official in England, and whichever sector benefits from the legislation, it, in turn, pays a hefty amount to the private members for lobbying for the law.

Rahul crafts politics as career path

Rahul Gandhi charted a new career avenue for students during his interaction with students by exhorting them to join politics to ”change the system.”

“Give me 10 years of your life, I will shape you as a good MLA or MP. I will help you win elections by honest means and remain prompt even after,” he said during his 70-minute interaction with students at Kuvempu Rangamandir here on Friday.

Jafar, a student of City college sought to know the strategy to tackle corruption menace. “Did you vote in the last election?” Rahul questioned in turn. Following a negative reply, he advised the student to come forward to change the system instead of grumbling against it.

Elections are the beauty of democracy and the right to vote is a special privilege. Qualified youths should foray into politics to bring positive changes in the system. The efficiency of the administrative machinery depends on the quality of the elected representatives, he remarked.

Ramesh, a student of Government First Grade College wanted to know the means of foraying into politics. Rahul suggested him to use his discretion and select the best among the present political parties with which he wants to identify. He welcomed participants to join National Students Union of India, the student wing of the Congress.

Naxal menace

Rahul took turns to gauge his audience by putting questions. He asked students to suggest measures for tackling Naxal problem, putting themselves in the shoes of Home Minister P Chidambaram.

Rahul was not disappointed in his curiosity as Anindya Panda, a student from Jharkhand, came with a reply opposing armed solution. “Deploying army means mass and indiscriminate killing. Provide education and jobs to youths and Naxals will then be left with no supporters,” he suggested. Rahul asked students not to have a dim view of their country. He drew a parallel between the nation and life saying, “As life is a mixture of negative and positives, so is India.”

The programme was informal and the discussion was open. There was no formal inauguration. Rahul took over after a brief introduction by MP Meenakshi Natarajan.
